Pope Per the Justice Department, Latina detainees were “denied basic sanitary items,” “forced to remain with sheets or pants soiled from menstruation” and subject to extended periods of solitary confinement due to their inability to understand English. As for Latino prisoners, Arpaio stationed most of them in a Tent City, an open-air structure in the middle of the Arizona desert where temperatures could reach as high as 141 degrees. Arpaio was proud of it, called it the “tent where all the Mexicans are,” he compared it favorably with a concentration camp, and said it’s his “favorite spot.” On multiple occasions, federal courts have held that the medical care in Arapio’s jails were unconstitutional under the Eighth Amendment’s protection against cruel and unusual punishment. A Phoenix New Times report equated the medical care with that of a POW camp. Inmates in Arpaio’s jails hung themselves at a rate far beyond other county jails around the country. Federal investigators found that inmates were placed in restraint chairs and jailers were beating the inmates with straps. In other cases inmates were left in the restraint devices for upwards of six hours. In one case, jailers broke the neck of a paraplegic inmate they abused while he was restrained.
