Seeing as Arpaio lost solidly red Maricopa County by 13 points in 2016, I think you’re vastly over-estimating his popularity, not just in Arizona, but in his own county.

I would compare Arpaio v. Flake to McGregor v. Mayweather, but that would be unfair. To truly capture how much of a mismatch this would be, it would need to be something like Mayweather v. a 12-year-old quadriplegic or Mayweather v. a book without pictures in it.

There’s a world outside the Stormfront message boards. Arpaio lost a staunchly Republican county by 13 points. Unless admitting that he was guilty of routinely violating the 4th Amendment in defiance of a court order (accepting a pardon is an admission of guilt, btw), has somehow made him more popular with the people of his own county, I don’t even think he could get his old job back.

Accepting a pardon is an admission of guilt. See Burdick v. US. If he isn’t guilty, he doesn’t need the pardon and he can appeal the contempt conviction.

The real issue though, is that this is yet another indication that Trump favors racists. Of all the people whom he could pardon, who might be deserving of it, he picks an obvious racist to support.
