Saves $120 billion over 10 years. 23 million more uninsured than current law, $800 million cut to Medicaid, one-sixth of the population would live in unstable health insurance markets (2020) due to the waivers, and people in states that exercise waivers would be unable to purchase insurance on the nongroup market at any cost. Premiums would go down for healthy people because unhealthy people wouldn’t be able to get insurance.
