The use of a range of estimated civilian deaths underscored the fact that the government often does not know for sure the affiliations of those killed.” I would like to add that given the fact that we have “killed” the same primary target multiple times that our government has been even more remiss than not knowing the affiliations of the ancillary damage to civilians.
